The information Portal "Vestnik KRSU" (further – the Portal) is created to automate processes of loading, reviewing and the publication of scientific articles in the scientific journal  "Vestnik KRSU", having simplified authors of scientific articles an algorithm their printing activity - providing article in Edition, passing of its reviewing, completion, the conclusion of Editorial board and the publication.

     The portal gives to the users an opportunity to load own scientific articles (further – "Works") for the purpose of their further publication in the Vestnik KRSU journal, to look for, look through, download and to share scientific works from archive the Portal.

The portal (https://vestnik.krsu.edu.kg) is an information resource of the scientific journal "Vestnik KRSU" which owner and the operator is SEIHVE the Kyrgyz-Russian Slavic university.

The portal represents the database (catalog) of the scientific articles published by the Vestnik KRSU journal, access to which is provided to users the Portal free of charge on the terms of drawn the agreement.

 

1. Main terms

1.1. The portal is the Internet resource, consisting of set

a) computer programs,

b) the works of science published in the Vestnik KRSU journal

c) databases (catalog, rubricator) of the scientific works of which are a part Portal

d) the local search engine which is carrying out information search only on the Portal.

1.2. Administration of the Portal – the owner Portal /administrator of the corresponding domain names SEIHVE the Kyrgyz-Russian Slavic university which is the legal entity created by the legislation of the Kyrgyz Republic and registered to the address: 720000, Kyrgyz Republic Bishkek, Kievskaya St. 44, e-mail: vestnik@krsu.edu.kg

1.3. The owner – the legal or natural person who is the owner of the rights of use of works (entirely or their fragments), provided Administrations of the Portal materials of Works and the rights of their use on the basis of the prisoner between such person and Administration of the Portal which drew the agreement.

1.4. The user of the Portal – any natural person who is carrying out use of the Portal and articles placed on it on the terms of drawn the agreement (regardless of the fact of passing of registration on the Portal).

1.5. The work – the electronic version of the scientific article containing the text of scientific work and the accompanying blocks, loaded by the author of this article with an ultimate goal of its further publication in the scientific magazine "Vestnik KRSU". Access to published Works is provided to users of the Portal gratuitously on the terms of the present Terms of service.

1.6. The database of the Portal – set of the Works published in the Vestnik KRSU magazine.

2. Status of the Portal Terms of service

2.1. The present Terms of service defines Portal terms of use and also the right and duties of its Users and Administration.

2.2. The present Terms of service is legally obligatory agreement between the User and Administration of the Portal, which subject is providing the Portal by Administration to the User of access to use of the Portal, its functionality as one of obligatory stages of the publication of the Work in the scientific journal "Vestnik KRSU".

2.3. The user is obliged to get acquainted completely with Printing ethics and the present Terms of service prior to use of the Portal. The fact  uses any functions, services and materials of the Portal, including simple viewing, means full and unconditional adoption of the present Terms of service by the User and Printing ethics.

2.4 The present Terms of service can be changed and/or added with Administration of the Portal unilaterally without any special notice. The present Terms of service is the open and public document which current version is placed on the Portal to the address: https://vestnik.krsu.edu.kg. Use continuation the Portal by the User after modification and/or additions of the present Terms of service means acceptance and the consent of the User with such changes and/or additions.

2.5. In case of the User's disagreement with the present Terms of service or its changes, the User is obliged to refuse use of the Portal.

 

3. Administration of the Information Portal "Vestnik KRSU"

3.1. The rights for the Portal in general and all objects making design the Portal on the Database, on use of the network address (a domain name) of https://vestnik.krsu.edu.kg belong to Administration of the Portal which provides access to the Portal to all interested persons according to the present User the agreement and the current legislation of the Kyrgyz Republic.

3.2. Addresses, offers and claims of natural and legal entities to Administration of the Portal in connection with the present Terms of service and all questions on functioning of the Portal, violations of the rights and the interests of the third parties at its use and also for inquiries of the persons authorized by the legislation of the Kyrgyz Republic can be directed to the postal address specified in item 1.2. present Terms of service.

3.3. No provisions of the present Terms of service grant to the User the right to use a trade name, trademarks, domain names and other distinctive signs of Administration of the Portal, is equal as objects of design and the Database. The right to use a trade name, trademarks, domain names and other distinctive signs of Administration of the Portal can be provided only under the written agreement with Administration of the Portal.

 

4. Use of the Portal

 4.1. Using the Portal, the User agrees with the present Terms of service and assumes the rights and duties connected with use and functioning of the Portal specified in it.

4.2. All services of the Portal and the Works placed on the Portal are intended only for personal noncommercial use within technical capabilities of the Portal.

4.3. For loading of the Work via the Portal for the purpose of its further publication has to be registered by the User journal "Vestnik KRSU" on the Portal for creation of a private office and gaining access to additional opportunities of the Portal, in particular: to enter and edit the personal data, to look through data on the loaded Work (the status of the Work), to make repeated loading of the corrected Work (in case of the comments on the Work which are available for the Editorial board), to receive electronic mailing of information of the Portal. The user can undergo registration procedure on the Portal the next way: to make a number of consecutive actions for filling of the registration form in an electronic form as a result of which the registered User gets access to a private office (account) for implementation of access to additional opportunities of the Portal (the login and the password).

4.4. Processing of personal data of the registered User is carried out according to the legislation of the Kyrgyz Republic (or Privacy policy of Editorial office of Administration of the Portal).

The administration of the Portal processes personal user information for providing to the User access to use of additional functionality of the Portal; checks, a research and the analysis of such data allowing to improve functionality and sections of the Portal and also to develop new functionality and sections of the Portal. The administration of the Portal takes all necessary measures for protection of personal user information against illegal access, change, disclosure or destruction. The administration provides access to personal user information only to those workers, contractors and agents of Administration for whom this information is necessary for ensuring functioning of the Portal and providing to the User access to its use. As the Administration of the Portal carries out processing of personal user information for execution of these rules, the consent of the User to processing of his personal data is not required.

5. Exclusive rights to Works

5.1. The scientific works placed on the Portal are objects the intellectual property of their owners and are protected by the current legislation of the Kyrgyz Republic. The user undertakes to observe and respect exclusive and other rights of owners when using the Portal and the Works placed on it. The rights for the Work pass to   

SEIHVE  the Kyrgyz-Rossian Slavic university at the time of the direction with the University of the notification to the User of approval of the Work.

6. It is forbidden on the Portal

6.1. Any copying, reproduction, processing, distribution, informing everyone or other use of Works, elements of the Portal or Database of the Portal outside the opportunities given by the Portal and also any their use for commercial purposes.

6.2. Use of the automated scripts (programs, bots, crawlers and other technologies of the automated data collection and processing) for collection of information and metadata on the Portal and/or interactions with the Portal, its Database and functionality is forbidden. It is possible only because of previously received written consent of Administration of the Portal.

6.3. Use of the software and implementation of the actions directed to violation of normal functioning of the Portal.

6.4. Implementation of illegal collecting and processing of personal data of owners and authors of Works.

6.5. Use of the Portal otherwise, except as via the interface provided by Administration of the Portal.

6.6. Placement of any advertising, except for the cases authorized by Administration of the Portal and also within service of placement of the commercial announcements and advertising provided by the Portal on individually stipulated conditions.

6.7. Double registration (two and more private offices) is forbidden. In case of identification of the similar fact of the Portal Administration reserves the right to block the account of the registered user without prevention

7. Restrictions of management responsibility of the Portal

7.1. Under no circumstances the Administrator does not bear responsibility to the User or any third parties for any direct, indirect, unintentional loss, including the missed benefit or the lost data, the harm of honor, to the advantage or business reputation caused in connection with use of the Portal or the results of intellectual activity placed on the Portal.

7.2. The administration of the Portal does not bear responsibility for the content of the Works placed on the Portal.

7.3. The administration of the Portal does not bear responsibility for violations of exclusive and other rights of the third parties, which can arise owing to placement, and use of the Work on the Portal.

7.4. The Database of the Portal joins only those Works, which were published in the Vestnik KRSU journal.

7.5. The owner independently bears full responsibility for the content of the Works uploaded on the Portal and also reliability and correctness of details of Works. The administration of the Portal does not bear responsibility for the mistakes made by the Owner at the indication of details and terms of use of Works and a consequence of such mistakes of the Owner.

8. Final provisions

8.1. The present Agreement is regulated and interpreted according to the legislation of the Kyrgyz Republic and the Russian Federation. The questions which are not settled by the present Terms of service are subject to permission according to the legislation of the Kyrgyz Republic. All possible disputes following from the relations regulated by the present Agreement are resolved in the order established by the current legislation of the Kyrgyz Republic.

8.2. User or the Owner and Administration of the Portal will try to solve all disputes and disagreements which arose between them by negotiations. In case of impossibility to resolve disputes and disagreements by negotiations, they are subject to consideration in the relevant court in the location Administration of the Portal.

8.3. If for one reason or another one or several provisions of the present Terms of service are nullified or not having validity, it has no impact on reality or applicability of other provisions of Terms of service.
