The modern condition of the surrounding natural environment and conditions of life-support of Russia population demand urgent change of priorities in forming of strategic directions of economic policy concerning use of natural resources in sphere of public consumption and manufacture. Now the harmonious concept of state economic policy in the attitude to an environment was not generated yet and ecological component has not occupied in it a worthy place.
